To get a decent text use:
DaFont

To get a decent picture search what you want in Google images
Google

For tutorials on affects like backgrounds and textures use;
Good Tutorials

For brushes and tools use:
DeviantArt

Thats mostly what i use to make my signatures and Graphics!
